How to Write a Cosmetic Product BriefThat gets you the formula you actually want

The product brief is the single most important document in the cosmetic development process. A well-written brief results in a first prototype that is close to what you imagined. A poorly written brief results in multiple revision rounds, wasted time, and a formula that technically meets the spec but does not feel like your brand. Here are the eight sections every strong brief must include.

Product Concept and Positioning

A one-paragraph description of the product, who it is for, what problem it solves, and how it fits into your brand. This is not about ingredients — it is about the story. A formulator who understands your brand positioning can make better ingredient and texture decisions than one who only knows the technical spec.

Target Skin Type and Concern

Be specific. ‘All skin types’ is not a useful specification. List the primary skin concern the product addresses and any secondary concerns. If your target customer has oily, acne-prone skin, say so.

Desired Texture and Sensory Profile

Use reference products where possible. ‘Feels like [competitor product]’ gives a formulator a concrete target. If you prefer not to reference competitors, describe in sensory terms: thick or thin, watery or creamy, fast-absorbing or slow-absorbing, matte or dewy finish.

Key Ingredients and Claims

List any ingredients that must be in the formula (non-negotiables) and any that must be excluded. Then list any claims you need to be able to make. Claims drive formulation decisions — tell your formulator the claims first, and let the formulation follow.

Ingredient Restrictions and Philosophy

List any ingredients that must be excluded: allergens, brand philosophy (no parabens, no sulfates, no silicones), regulatory restrictions for target markets, or competitive differentiation. If your brand is certified vegan, say so — it affects which emulsifiers, thickeners, and actives can be used.

Packaging Compatibility

Tell your formulator the packaging format you are planning — bottle type, material (glass, PET, HDPE, PP), closure type (pump, dropper, flip-top, screw cap), and approximate fill volume. Packaging compatibility is a formulation constraint, not a post-formulation problem.

Target Markets and Regulatory Requirements

List every market where you plan to sell the product. This affects ingredient restrictions, labelling requirements, and whether a safety assessment is required. If you are selling in the EU, your formulator needs to know this from day one.

Timeline and Budget

Be honest about both. A tight timeline affects which development approach is feasible. A constrained budget affects which actives and raw materials can be included. A good formulator will work within your constraints — but only if they know what those constraints are.

Common Mistakes to Avoid

Vague texture descriptions — ‘luxurious’ and ‘premium’ are not texture specifications. Use sensory language or reference products.

Claiming ‘all skin types’ without thinking it through — every formulation decision is a trade-off.

Leaving out packaging details — packaging compatibility is a formulation constraint, not a post-formulation problem.

Omitting target markets — regulatory requirements vary significantly between markets.

Asking for ‘the best of everything’ — the best texture, highest active concentrations, most premium ingredients, lowest cost, and fastest timeline are all in tension with each other. Prioritize.
